The UAE Ministry of Energy and Infrastructure has issued a tender for engineering consultancy and design services for the country’s fourth major federal highway. Designated as the E-911, the 68km corridor will stretch from the Dubai-Sharjah border to Al Shuhada Road (E-87) in Ras Al Khaimah.
According to tender documents, the massive Dh6-billion project will feature between 12 and 16 lanes across both directions. It will include 10 major intersections, four flyovers, and an 8km connecting road linking the new corridor to Emirates Road (E-611) in Umm Al Quwain.
The E-911 is designed to significantly improve connectivity and ease chronic traffic congestion between Dubai and the Northern Emirates. The highway is projected to handle around 360,000 trips per day, providing a critical alternative to existing routes like Al Ittihad Road (E-11) and Sheikh Mohammed bin Zayed Road (E-311).
The proposed highway alignment has already been approved by local authorities, and the concept design is complete. The Ministry has invited eligible Category A consultants to submit bids for detailed design and validation by October 23, 2026.
